Note: This plugin no longer requires SkillInfo. Also, version 0.4 will probably not play well with the saved data from previous versions - I'd suggest deleting CCTimer.plugindata

This plugins keeps track of LM CC effects. It can also be used to detect whether or not it is "safe" to apply a new CC effect. For example, if you try to use Blinding Flash on a Dazed target, most of the time it will be okay. However, if you happen to apply it just as the Daze is ending, it can be the case that Blinding Flash will hit while the target is in the Recovery state, in which case Blinding Flash will hit, and then do absolutely nothing.

The actual display consists of one or more columns, holding descending quickslots - the quickslot indicates the skill used to generate the CC effect, and the color of the part of the column indicates what sorts of CC skills is it safe or unsafe to use on a target that has been hit by the CC effect (based on the remaining time). The left most column will always display the CC effect on your current target (or it will be left blank if you have no target). If the plugin believes that the CC effect on the target is one of the CC effects it is tracking, it'll display the CC effect there. So, for example, if you apply Blinding Flash to a target, when you're targeting your BF target, BF will be tracked in the first column. Otherwise, it'll be tracked in the second column.

Commands:

All CC skills have a short form - if a command takes a CC skill as input, use the short form.
bane - Bane Flare
blinding - Blinding Flash
cracked - Cracked Earth
march - Ents go to War
herb - Herb-lore
light - Light of the Rising Dawn
storm - Storm-lore
test - Test of Will

/cc duration [cc] [#] - by itself (with no CC or #), it'll display the currently set durations of Bane Flare and Blinding Flash. You can use it to set the duration of both CC skills (which can changed based on set bonuses and class traits).

/cc preroot [#] - displays/sets the pre-root time - the amount of time before CE roots someone. Should either be 5 or 10, depending on your class traits.

/cc calibrate - used to discover the timings of a particular CC skill. To use this, find a target that will survive your CC skill, and that is not currently CCed (or preferably, being attacked/affected by anything at all). Target the target, and keep it targeted for the entire time. Type "/cc calibrate", and then press the key to activate your CC skill. If the skill hits, you should get output of the form:

Act: 0.000
Key: 1.299

Act is the activation delay between when the skill was detected as going off, and the CC effect being applied to the target. You can probably just throw this number directly to /cc act.

Key is the delay between the key press and the CC effect being applied to the target. You can use this to identify the unsafe times for a CC skill. If we assume that the above data was generated by Blinding Flash, that means that if we only use Blinding Flash when there is only at most 1.3 seconds of CC duration left on a target, Blinding Flash will work. However, since the CC effects that we're interested in with respect to Blinding Flash have a Recovery period (1.0 seconds), we actually want to make sure that 0.3 seconds of CC duration (or less) are left before we use Blinding Flash. Or we can make sure that at least 1.4 seconds of CC duration are left (if it's a Daze, because then we're just reapplying the Daze, which should work fine). So that means that Blinding Flash's unsafe period is 1.4 - 0.3 seconds.

/cc act [cc] [#] - display/sets the activation delays of the various CC skills. Just use the Act: field from a calibration attempt. (You may need to use /cc calibrate a couple times and take the average activation time - it can vary by a little bit.)

/cc safe [cc] [start] [stop] [r] [g] [b] - Set the unsafe period for a CC skills. So in the above example with Blinding Flash, that would be "/cc safe blinding 1.4 0.3". You can also set the color of the unsafe period as it shows up in the display. If unsafe periods overlap, the plugin will try to arrange things so there is maximum color contrast between regions. You can disable displaying a CC skill's unsafe period by typing "/cc safe [cc] disable".

It works! Unfortunately my LM is only lvl 45 and I'm not even actively playing with him, so I can't test it in raids or dungeons.
It works best with skills that don't have travailing time and you have to remember to always use keybindings to fire up skills and not your mouse.
Set up takes some time but isn't difficult.

I hope you will continue to work on it (more, or rather any at all, display option would be nice) and that you or other addon authors will create similar addons for other classes.
