As mentioned below I noticed AntiVirus starting to cause various files from writing to disk.

For my AVG I had to..

Menu > Settings > General > Exceptions > Add Exception

C:\Users\MYUSER\Documents\The Lord of the Rings Online\Plugins\*

I had the same problem. I added LPC to my exceptions in AntiVirus and it started to work. Try that
