Extract the contents of this folder to the following location:
[Windows XP]
C:\Documents and Settings\<username>\My Documents\The Lord of the Rings Online\ui\skins\
[Windows Vista]
C:\Users\<username>\Documents\The Lord of the Rings Online\ui\skins\
You may have to create the above folders if they do not already exist.

= Configuration =

In order for the toolbar to be placed properly, you'll need to modify the X and Y position
manually in the SkinDefinition.xml file. The line you'll need to modify is the following
line:
<Element ID="ToolbarField" X="128" Y="914" Width="1024" Height="110">
The rules for calculating the values are:
X = (Resolution Width - 1024) / 2
Y = Resolution Height - 110
Example:
Your resolution is 1280x1024
X = (1280 - 1024) / 2 = 128
Y = 1024 - 110 = 914
After loading the UI for the first time, you'll have to restart your LOTRO client for
everything to be positioned correctly. If you don't want to use the custom toolbar
due to current limitations of the client, the old toolbar is available by simply replacing
the SkinDefinition.xml with the SkinDefinition_OldToolbar.xml file.

Right, although I included a non-modified version of the toolbar if you frequently switch between window mode and full screen. I was looking into reducing the size of the EXP bar, but I noticed that not all sub-markings on the bar were the same width, so I'm not sure how accurate it would end up being.
P.S. This release was just used to fix some small things before I begin work on my next project. If you have any suggestions for improvement, though, I'd be glad to hear them.

Yeah, but this would cause modifications in the XML-file. You'd have to make these modifications for every resolution you'd like to use. Furthermore - and mor important - these modifications would cause problems with the window mode. A switch to the window made would mess up the interface. A restart of the game would be necessary to rearrange the interface.
Edit: Ah, the present interface uses these XML-modifications to rearrange the buttons. Thus a resize of the experiencebar would't cause many further porblems.

Book 13 Updates
I've been working hard on a Book 13 update to the UI, but I'm being picky as usual, so it's not quite ready for release. However, I do feel like I owe you some previews:

Thanks for the compliments. As far as the inventory bags, other than the window appearance change, I also changed the image for an empty item slot.
