Ok,I finally found an alternative work around for the buttons to be on top screen.
It seems Turbine somehow change the way the toolbar can be moved as one unit as before S.o.M.
Now I have to do some extra steps to make it work as before.
First I have to create a new dimension toolbar skin so the bottom toolbar can be stayed at bottom side instead of mid screen.
That means I have to create new dimension toolbar skin for different resolution size etc.
The following code used to work:
<Element ID="ToolbarField" X="0" Y="0" Width="1920" Height="1080">
but now seems broken to me,the x=value used to make the whole toolbar moved left or right while the Y=value use to move it up and down but no longer working.
Only the width and height works and this deals with the dimesion size of the skin toolbar tga.
As stated I had to come up with a work around and it seems I finally found one today.

Also you need to note that when I release the new update,you will need to play it in fullscreen mode instead of window mode.
Let me clarify,there a known issue where you switch full screen and windows mode it will make the toolbar buttons mid screen instead being bottom also it make the buttons blurry due to new dimension toolbar skin.
This out of my control and also a know issue.
But you can play in window mode longest is a lower resolution size and using the right skin toolbar for it.
Example:
My lcd screen size is at 1920x1080 but I'm playing lotro in windows mode in 1280x720,this can be done you just need to use the skin toolbar for 1280x720 and the code with it also you have to be precise with the screen size of window mode.
You can not how ever play in windows mode in 1920x1080 due to the borders
of the window mode thickness,your actually be playing around 1915x1070 or so and this will cause the skin toolbar and buttons to blur.
Also there's a known problem when alt tabbing,the buttons will be out of place as well it will blur them.
Well this all the info I have for now.

I forgot to mention that I will be renaming this option pak to B.G.M HuD Mix.
This is due to that you can no longer moved the toolbar normally and it is recommended that you don't mess with the toolbar code,but you can how ever mess with the buttons locations,fervor bars,attack buttons etc just not the main toolbar.
So this why the name change cause it no longer applies.
Once I finish with this HuD,I be making HuD corresponded by the user who have submitted their code and ideas in a separate pack.
For example:
I have received code and ideas from percman,the zip pack will be named:
"B.G.M Percman's HuD"
This way I can give credit to the user who have sent me ideas and code for the toolbar hud.
Also this will be in set in addon's list,so they be downloaded separately,this way to keep the zip small file size for users who have limited bandwith.
