It's probably the German client. I know there's an issue with saving decimal values in plugindata. Could be related to that. It's just hard for me to test it, but I'll see what I can do.
If you replace the plugin file with this, does it work better?

Nothing happens. No window, no response. I'm running the German client. Will try with the Bullroarer Client tomorrow to make sure, that it is a problem with the client (or to find out that it is not).

Hm, not sure yet what the problem is. Does it output any error to standard chat? Are you using a German or French client?

Erm, the plugin doesn't work, somehow. I can use the help via chat command, so guess that the plugin is somewhere in the background, but when I use "show" and/or "toggle" nothing happens. Is this the current PluginDate-problem with the EU clients?

1) Notes are saved to a file called LotropadData.plugindata at your Documents\The Lord of the Rings Online\PluginData\<lotrouser>\AllServers\ folder. You can view and also edit the file with Notepad if you like. However, make sure that you keep the general syntax and format as it is or else Lotropad might not start ok.
2) Yes, same here. You can just copy the file to Lotropad\images\ directory and add the filename with Notepad to LotropadData.plugindata file. Size can be anything you like really (less than your window resolution in any case), but the plugin cannot stretch it to fit the window. Also, only jpg and tga images work.

OK total Noob here, but have a couple of Questions about this plugin.
1.) Is there anyway to see the notes and add possible notes you have made in-game when you are logged out?
2.)And can you add an image to the image file while not logged in? And if so, what would the size to save be?

The picture should be copied to the following folder:
c:\Users\<windowsuser>\Documents\The Lord of the Rings Online\Plugins\Chiran\Lotropad\images\
Then you only need to type the image filename, for example map.jpg, to the add image text box. Only jpg and tga images are supported. Of course, it's possible that there's a bug with it or there's something weird in the image data. But at least this is how it is supposed to work .

Edit: The above folder works for Vista/W7, for XP it's a bit different.

I will make a small change that might help with this. That is, you don't have to press Set anymore for the current note before saving. Other than that, I'm not sure.. One thing is that when you click 'Save all' anything you write after that will not be saved even when the actual write hasn't happened yet.
On the other hand, if it's always just the first line, then it could hint at a problem how line breaks are handled.

No longer saving data
It worked for a while. Now when ever I log off and back on, the data is gone except for the first line. I give it time to do the full save. Any ideas?

Thanks, and I've actually thought the window probably shouldn't display on load. But now that some use a manager and some don't, a toggle could be reasonable solution. Of course, we are all still waiting for an official solution to this. For a quick fix, you could also look at line 9 on Main.lua and change that line from
lotropadWindow:SetVisible( true );
to
lotropadindow:SetVisible( false );
