Short answer: Yep.

Long answer: Not for a while. Updates to AltInventory are still on hold due to a dead development box. I have several new features planned (and a couple partially implemented), but very little can be implemented until I am able to run the client at something close to reasonable speeds. I have updated several other plugins but AltInventory is so complex that it brings the little laptop I am currently using to its knees - as does running in any area that has more than two players I was hoping to already have a new dev box up and running, so at this point I have no anticipated schedule for publishing an update to AltInventory.

With AltInventory on hold, I've been spending most of my Lua time on MoorMap which is a much simpler plugin and should have an update shortly after RoR releases with at least one nifty new feature and a number of new maps and updates.

Thanks for the comments.

This is currently not an option. The ItemID is not exposed to Lua (except during drag/drop operations) so I can not use the built-in Examine tooltip mechanism and there is not enough information exposed (such as weapon/armour properties, etc) to generate my own popups. The only other alternative would be to include a database of all known items but this would not only significantly affect the load time and memory footprint, such databases are notoriously inaccurate and impossible to maintain (partly because all of the LotRO resources such as the Lorebook are horribly inaccurate and incomplete).

Fortunately, Turbine continues to expose more information to Lua and we can hope that the ItemIDs or more stats/properties/descriptions will be exposed in the future.

Item Tracking is disabled until ver 2.12 is released sometime this fall. There was a bug in the "All" tracking feature for quite a while and then an additional bug was introduced with the Shared Storage and Vault panels so I decided it was best to simply disable the feature until I was able to fix it correctly.

It will only show those characters that have had the plugin loaded when they were logged in. The Lua interface only has access to data for the currently logged in character. The plugin tracks this information which allows it to be viewed after the character is no longer logged in but the information has to be gathered when the character is logged in. The plugin has to be running to acquire and update the data.

After you log in your other characters (and run the plugin with them logged in) they will be available to be displayed.

You appear to be missing a reputation tier: "Enemy"

This tier is pretty easy to miss - I think it is effectively only available for the Ale Association and Inn League factions.

Love this plugin, BTW.
Yeah, I realized that a while back but unfortunately it is non-trivial to fix and keeps getting put on the bottom of the todo list. I probably should add it to the known issues but I keep forgetting. FWIW, I think you can also earn negative faction with the Galadhrim but I don't know if you can get enough to become "Enemy". Maybe it's time to go on a "protected" deer hunting spree... heh, just realized the plugin had "Galadhrim" typo'd as "Galaghrim" - at least the typo will be fixed in 2.12

Session Play annoyance

If A.I. is configured to auto-load for all characters, when a character enters Session Play, a new character entry is created because of the ~name that LOTRO creeates for the session. As no items are saved after such a session, there is no point in tracking it or opening the A.I. window.

In my Daily Tasks plugin, I added a check for the "~" prefix on a player name and skip creating an entry.

Thanks for the comments. Always nice to hear when things are working well, not just when something goes oops

If you mean can you transfer items from other character's Vaults, then the answer is no. The client itself only has access to the currently logged in Vault since it is stored on the servers and only synchronized when you are at a Vault-keeper thus the minor delay when you first access your Vault each play session. You still have to use Shared Storage to transfer items between characters.
