Bug found, bug killed...
Allright, I did some checking and found the bug that caused the win1 go below borders. This bug only affected players with level 15 and below so that's the reason I didn't notice it earlier when testing.
Thanks Setharnas for the image, it provided (in the end) the info I needed to find that nasty bug.
Version 0.2.1 is now uploaded and waiting to be approved.

Like I said, there must just be something screwed up on my end that I can't get squared away. I just manually changed the x/y values in the data file so it's all good.

I Had a feeling you allready tried those basic fixes, but had to make sure. I did do full clean install myself too and downloaded latest 0.2.0 version from here just be 100% sure its working as supposed and didn't have any issues. So to be honest, at the moment I don't have any ideas what might be causing these odd problems.
I will double check the code just to be sure, but what I can say... works perfectly here.

I'm old hand at writing/using addons (WoW) and plugins (LotRO) so I had already done the backup/wipe of settings. I also deleted all my plugins, redownloaded them, and started with just GH and the DragBar dependency loaded and it was still wacky.
I don't think it's the fault of your plugin, since it works for you and for others (I assume, as no one else has mentioned my issue). I'm going to keep trying to figure out what the heck the problem is, though.

Nothing in code was changed about dragbars or base windows, just draw routines, what changed was the plugindata file... thats pretty much all I can think of that could cause weird issues. Pls try removing the old plugindata file and try loading the plugin again after that and see if it fixes it.
Plugindata file is located in ..\Documents\The Lord of the Rings Online\PluginData\accountname\server\character

Since the update to 0.2 I can't seem to move the windows. The dragbars don't show up. They were draggable in the previous version.

That's very odd problem, never seen it before and I tested with few machines/clients, try doing the normal stuff, remove plugindata file and use the /gh rebuild shellcommand to see if it fixes it. rebuild calculates window sizes so in theory it should fix it. If not, let me know and I see what I can do.

I used to use the PDF/PNG radial image that can be found elsewhere for reference, but this plugin is much more helpful in-game since it's right there in may face instead of looking over to another screen or a printed sheet sitting on my desk.

After updating to latest version, remove the old GambitHelper.plugindata file before loading the plugin, it's incompatible with the latest version and will cause this exact problem.
This was mentioned in change log.

I am unable to get the plugin to load. Lua throws the below errors,

Yes, I have the latest Drag Bar plugin. I use Bootstrap to load the plugins. All other plugins (12) load and function normally. I have also attempted to load the plugin manually, it also fails.
Suggestion?
