It is because both plugins have the same name. LPC is assuming it is an addon to the older of the plugins. I will remove the older from the data feed for now. You might need to uninstall "Simply Notes" first before reinstalling.

Simply Notes
There are two instances of Simply Notes in LPC, v1.1.3 and v3.2.5.

If I install the later version LPC then wants me to update to the earlier version.

LOTRO Plugin Compendium is up to date.

The "Compendium" plugin I use to maintain, which is on separate page, is not up to date with latest game information.

Also, I seem to have encountered an issue where Windows 10 won't allow the program to run, as neither the standard user or w/ elevated privileges ran as administrator). Is this a known issue?
