beautiful
Beautiful skin. I've only found one small problem. When crafting, the side panel (where it shows if you have a mastery or crit-optional ingredients) is covered with a grey patch.
I don't use this panel much, but you seem to take care of your addon, so I thought you might like to know.

Love the new crafting panel, thank you so much. I use this skin on all 3 of my hobbits
I saw the tall craft mod today and thought wow I'd love that in Delving Hills and low and behold you have done an even better job.

Need help
I have tried applying this skin as well as a few others on multiple computers and in everycase, the images change correctly but the size and button placement doesnt change, it stays in the default location. What am I doing wrong.

Any changes to position or size will need the LOTRO client to be restarted with the skin set active.

Toolbars off center
I have a display of 1920x1080, when I use the full version everything is perfect, but when I switch to the "small" version the main toolbar shifts to the left, after I re-log. If I don't re-log everything is fine with the smaller version. Any suggestions? The skin is perfect for my hobbit and I will continue to use it, absolutely beautiful. Great work!

You mean a little bit to the left, and not entirely to the left side of the screen, correct? Unfortunately, if I want to change the position of child elements of the parent (ToolbarField is the 'parent' and all the buttons and such are 'children'), I need to identify the properties of the parent too, even though the size and position I want to leave to the default values. If you remove any parent tag, all the children will be ignored (and so left to their default values).
You can try to 'experiment' yourself by editing line 12 (in the SkinDefintion.xml file of Delving Hills (small) ):

x and y values are the position on the screen. The width of the bar is 1024 pixels. For any resolution with a bigger width than 1024 you should do a little math: (w - 1024) / 2 = x, where w = resolution width.
I'm running 1680x1050, so (1680 - 1024) / 2 = 328
For you it would be: (1920 - 1024) / 2 = 448
