is it possible to resize the bottombar at a lenght that two actionbars do fit side by side ?

If you mean the bottom bar built into the Ui then sadly, not with plugins. However the good news is there are some skins on the site that can accomplish that for you!

As far as I am aware the file is virus free etc. and shouldn't render your PC into a pile of molten ring-slag. However... use at your own risk.
