Some may not know what this actually is, but in a nutshell, i wanna play uncompressed sound files while in a fellowship. There is one for the Source Engine here http://hldj.org/ I can understand why some people would hate it, but I really wanted it for myself and some of my friends to have some more fun.

dont see why this wouldn't be feasable, as I assume that fellowship "talkin" is set with voip and and would be on a different port. If anyone knows of such a program already out there...please let me know, I couldnt find one.

I'd just use Teamspeak or Ventrillo for this. But that's my opinion

Man it's bee a while since I have been on here. But you didn't see what I meant by " fellowship" chat...this is seperate for vent. I mean I guess I could just parse my fellowship mic input as direct sound, and use a program to play the sounds, or files i want with hotkeys. I may give that a try.
