chat window not saving position...
 

I move the chat window to the bottom on the far right side of the screen. When I log back in it moves back up about a half-inch.

This seems to have to do with where the unmoded experience bar would run underneath it. Is this hard coded somehow?

Yeah, that bottom right hand corner of the screen is a devil for window placement. It's meant to be that way, or a bug, but either way - sometimes the window stays put, sometimes it doesn't.
