Well, as far as I can see the background asset is still available in general. The element ID="CraftWindow_Background" was apparently removed from the XML scheme. If I'm right, there is currently no way to have a different background image for the craft panel. I got a PM from a german player who also thinks that only the asset "base_box_center_silver" is being used at the moment. (Thanks Nilrem).
Until someone finds out why I'm wrong here is the latest craft window with fixed label sizes for the german localization of LOTRO along with two updated screenshots.
