I've heard of lots of people having that problem. This happens when you set the quickbars to be "docked", right? The simple way to fix this is to un-dock them (Ctrl+O, then Quickslots, then uncheck all of the options to "dock" the quickslots). Then, press Ctrl+\ (that's a backslash) and boxes showing the position of everything that can be moved will appear. Find the boxes labeled Quickslot 1 - Quickslot 5 and you can just drag them directly over the main bar.
