Well hopefully they can figure out a way to tag them such that we can tell the difference moving forward. To me, there is a big difference between a "Chip's Toolbar" that just has pictures of Chip and his cat, vs one that puts all the travel abilities in one place so they don't suck up 210 hot key spaces. Or some of those neat radial health bars and potion timer things I saw. Hopefully when they open up more functionality, we'll be able to do even more, and the gap between 'skin' and 'plug-in' will be much more apparent.
Not to trivialize skins and the work that goes into them, I just don't want to have to rifle through skins to find those things which actually help me do things in the game.
By the way, I saw a short video of a plug-in manager somewhere. Where is that? That should be a big link right in the middle of the home page
